The term "weed" is like beauty...it is in the eye of the beholder. A better question would be, "is the plant invasive?" Native plants and cultivated plants can become invasive under the right conditions.
One good definition of weed would be:
"A weed is a plant growing out of place that is invasive to the environment in which it is presently growing."
However, to a naturalist, a weed is merely a plant for which a purpose has not yet been discovered.

and the second is... Blazing Star (Liatris squarrosa), Jun-Oct page 389, Wildflowers of Texas
